Printing Restrictions (NORs)
Notice of Registrations now require to be printed. A Notice of Registration (NOR) is a new registration that has failed or an existing registration where the animal has been restricted due to identification issues found on inspection.

About Notice of Registrations - NORs
Restrictions when added to ScotEID now require a print version of the notice to be sent to the keeper. A Notice of Registration (NOR) is a status applied to an animal when there is an issue with the identification. Either there is an issue with the details presented for a new calf registration to ScotEID or with the identification details of a new, late or existing registration or tagging issue found at inspection.

The print version of the NOR shows the status of the animal at the time of printing. For an up to date restriction status, please use the cattle look up on ScotEID.
To assist in the administration of the NORs, different statuses are printed on varying colours of paper according to how the NOR can be appealed.
Green
A NOR printed on green paper has a status of 'NORL' and has been issued due to a late calf registration (ie over 27 days - for more information please see Late Calf Registrations. This NOR is issued by ScotEID according the rules set out by Scottish Government Policy for late registrations.
An animal which is restricted with a status of 'NORL' - Late registration - can be appealed by the keeper in the first instance directly to ScotEID by providing the reason for the registration being late and the calving record herd register extract showing the calf details. If there is an issue with the calving records, it is still possible to obtain a passport by presenting qualified DNA test results. For more information on DNA testing please see DNA test processing. If successful the restriction is lifted and a passport issued.
Orange
A NOR printed on orange paper has a status of NORA. These restrictions are applied on the instructions of an inspector. NORA is an animal found at inspection which has never been registered on ScotEID but can however be identified as tags and farm records are present.
NORV is a temporary status given to an animal restricted due to findings at an inspection - this could be due to identification or tagging issues or movement history issues or issues with the passport itself. These are not printed until the outcome of the issue is confirmed and if the identification of the animal cannot be confirmed these become Notice of Restriction of 'NTI' type and at that point the NOR is printed and issued to the keeper. NORs printed on orange paper can be appealed by the keeper at the local SGRPID office. ScotEID can only accept instructions to lift the restriction and / or issue a passport directly from an inspector or AIT (SGRPID) Enforcements.
Pink
A NOR printed on pink paper has a status of NTI. A Notice to Identify (NTI) is issued following an inspection when an animal cannot be identified. Due, for example, to no tags, or a different ID on the tag in each ear, or 2 animals with the same tags, or the farm records being incomplete or more.
NORs printed on pink paper can be appealed by the keeper at the local SGRPID office. ScotEID can only accept instructions to lift the restriction and / or issue a passport directly from an inspector or AIT (SGRPID) Enforcements.
Contesting the decision made by ScotEID
When ScotEID has cause to refuse to issue a passport and DNA testing is not an option or the keeper does not want to DNA test then the keeper can choose to contest the decision in writing to the Scottish Ministers providing further evidence that may support passport issue, addressed to the Scottish Minister of choice at:
