Late Birth Registration Process

A keeper, at present, cannot register a calf online beyond the 27 days from the date of birth of the calf. Registering a late birth can only be done by calling ScotEID.
If the late birth registration has been identified during an inspection, the keeper is instructed to call ScotEID and the same process is followed.
Check the dates - confirm it is late
A birth registration is late when it is more than 27 days from the date of birth.
Ask for the reason the birth registration is late
There are a choice of 6 categories the reason may fall under. Please, for now, make a note in the call log of the category.
The keeper may wish to provide evidence to ScotEID regarding the lateness. This can only be accepted in writing to ScotEID and is stored securely on behalf of the keeper when received.
Capturing the calf registration details
All the calf registration details are required, the same as the Record Birth online.
Use 'Add NOR' to capture the details. Select type 'NORL'.
If all the data is not available eg Dam can't be used or another issue please select the type 'NORI' - indicating the registration data is incomplete.
Ask for an extract of the 'Herd Register' or 'Holding Register' of the calving records
These can be in a file format, a photograph of the relevant pages emailed or a photo copy sent in by post.
When received, check the calving records align with what's recorded on ScotEID for that calving snapshot and that the data provided for the late registration is represented in the calving records and the tag use sequence supports the request.
Updating to a full Birth Registration
If the calving records align and the birth registration data passes all the validation checks then the NORL can be processed through the Action Queue to issue a passport.
Calving Records have not aligned
The keeper then has the option to DNA test if the Dam is available. A DNA form can be downloaded directly from the Library or emailed out or printed and posted out.
When the DNA is a qualifying match
The DNA results are received at ScotEID and the Late birth registration on the NORL can be processed through the Action Queue to a full birth registration without restriction and a passport issued.
When DNA is not an option or the lab results are not qualified (do not match)
The calf remains restricted as type NORL. A printed NOR is sent out to the keeper.
Appealing the decision of ScotEID
If the keeper wishes to appeal the decision made by ScotEID regarding the 'NORL' restriction on the late registered calf, it can be done by appealing to the Scottish Ministers directly in writing to the Scottish Minister of choice at,
