Replacement Passport Request Notes
Introduction
If a Cattle Passport is not received when issued, or is lost, stolen, destroyed, or damaged as the keeper of the animal, you must apply for a replacement passport within 14 days of becoming aware that the original document is missing or lost.
The animal must not be moved off the holding until the replacement passport has been received and can accompany the animal.
Cattle Movements
Once a replacement passport is received, the animal may move off the holding with the replacement passport. An animal must not move off the holding without a passport.
Completing the Replacement Passport Request Form
Section 1:
Please complete your name, email and phone. We use these items to match against your account on ScotEID. Please stick on your bar code sticker.
This has two purposes;
- it links your request to your main holding,
- and when the form is scanned, the bar code identifies your main holding, and your request is electronically linked to your ScotEID account.
For replacement passports, we use the same postal address as we do for your registration passports which is the address listed on ‘Keeper Details’ on your account on the ScotEID website.
Section 2:
Enter the animal details for up to 12 replacement passport requests on the front of the form. Please enter the cattle IDs (ear tag numbers) of the passports you wish to replace. You can enter a further 44 cattle IDs on the back of the form. However, if you have the option of providing a print out of the list of IDs, this is preferred. It speeds up processing and reduces transcribing errors.
Section 3:
We ask you to indicate why you require the passports to be replaced by circling one of the options - Not received / Lost / Damaged / Stolen / Other -
or you can provide another reason, if you wish.
Section 4:
From the 1 January 2023, there is a £20 charge for a replacement cattle passport. The cost of the replacement is in line with the rest of GB. There is no charge for cattle passports that go missing or do not turn up if you let us know that you did not receive them within six weeks of issue.
Lost, stolen, destroyed or damaged (where an animal ID bar code cannot be read) passports are subject to the replacement passport fee. There is no charge to re-issue passports where the movement boxes on the reverse are full or where an amendment is required.

Section 5:
In the last section, we ask you to please read and sign the declaration.
Please ensure you return the replacement form (include a cheque if paying by cheque) by post to
ScotEID, 7 Deveron Road, Huntly AB54 8DU.
Please note: Without a valid passport an animal cannot be moved off the holding except to a knackery or hunt kennels. Any value it had to the meat trade is lost. Not all passports can be replaced. If the movements of the animal cannot be traced a replacement passport cannot be issued. Keepers are advised to bear this in mind when considering insurance.

When we receive your request
The form and any additional listings are scanned into our workflow system which reads your bar code sticker and identifies your main holding. The request is assigned and the following automated validations occur for each animal requiring a replacement passport:
- alive
- on holding
- full movement history
- no restrictions.
The movement history is displayed for a visual check. If incomplete, ScotEID works to address the anomalies.
In the event of us being unable to establish the animal’s movement history, the final decision regarding the issue of the replacement sits with the Scottish Government. If your request is refused, ScotEID is instructed to place a restriction on the animal and not issue a passport. You can appeal this decision.
If the movement history is complete or we are able to complete it, the replacement passport is issued and sent to the print queue, picked up, printed and distributed on the next print run.
